The history of the emergence of the Russians in the north of China associated with the construction and operation of the Chinese Eastern Railway. It is thanks to the CER that in the late 19th century was born Russian city of Harbin was born in which lived those who built and maintained the Railway (the start of its construction was in 1897). In 1900 Russian Empire participated in suppressing the Boxer Rebellion with other countries but took advantage of this opportunity and occupied the north-eastern province of Dai Qing-Guo to obtain additional benefits in the region. Later the Chinese and Russian governments held unsuccessful negotiations so in 1903 the Far East Viceroyalty was created to continue negotiations on the site. Russia's defeat in the war with Japan had an impact on the future prospects of the CER. According to the Treaty of Portsmouth (1905) a large part of the southern branch of the CER which had appeared on the Japanese-occupied territory was transferred to Japan. This put an end to the Russian government's plans to use the Railway to enter the markets of the Asia-Pacific region.
So this book stated what has become with people and laws in Kharbin after 1907 because of the Chinese Eastern Railway and the Treaty of Portsmouth. It examines with plenty of examples the position of Russian citizens in China, rights and duties of The Chinese Eastern Railway Company and its legal nature, critics of its actions, comparison of its actions with private and public law.
