This edition collects Soviet abstracts and analytical reviews of works by American political scientists on conflicts between the presidency and Congress in the United States of America. Occasionally they refer to other Soviet books and articles relating to the subject. An author of each abstract is printed at the end of a text.
The book was issued by the USSR Academy of Sciences and the Institute of Scientific Information on Social Science. It is a part of the series “Social and Political Problems in the USA”, and the book starts with the statement on the great crisis which the country was experiencing. In the foreword, editors warn that “reforms by political scientists W. Capron. J. Brademas toward government policy in the year 2000 represent more of a utopia than an achievable point”.Thirteen works are divided into three sections. The first one contains retrospective works analyzing the evolution of this interaction.
The second one is dedicated to collaboration and confrontation of the presidency and Congress in foreign policy. The third section gathers works on the contemporary constitutional crisis. There is also a review of major tendencies in study of the USA state policy by American political scientists. According to the latter, “a strictly scientific analysis of the functioning problems of bourgeois governments is possible only from a Marxist-Leninist position”.
